According to the CDI, the justified complaint ratio in the CCS study is based on the number of justified complaints per 100,000 policies or exposures. If an insurance company does not have a ratio, the CDC ranks the company by the policy or exposure count.

The California Department of Insurance (CDI) also provides an Insurance Company Performance table with alleged violations for specific calendar years. This table shows the complaints against companies which have determined by the CDI to require corrective action against the insurer, leading to insurer compromise or other remedy against insurer, those that are found to be without merit, those with other outcomes, and justified complaints.
